Mr. Scott's letter at No.1 is not very precise insofar as Hong Kong is concerned, and I have therefore discussed this further with Mr. Coates and agreed with him the draft telegram opposite to Hong Kong, which is as precise as we can make it at the moment. I understand that Mr. Scott was originally rather fussed lest the Governor's visit to Nanking, proposed in No. 22 on 53614/47, should conflict with that of the Parliamentary Delegation. I see, however, from the Governor's telegram at No.22 on 53614/47 that his visit to Nanking ends on the 4th October, and from No.1 on this file that the delegation are not due in Hong Kong until the 5th October. Even then it is possible that they will be flying straight through and will not spend the night in Hong Kong.

I don't think it likely that, if they do spend the night in Hong Kong, the Governor will be absent on his present arrangements; and even if he were, I don't really think it would matter, since Mr. MacDougall could very adequately undertake any official entertainment that they might wish to lay

I suggest therefore that it is not necessary for us to ask Sir A. Grantham to modify his arrangements for his visit to Nanking. 9f he himself decides to do so, that is another matter.

I learn from Mr. Coates that it is possible that two of the Delegation will wish to stay a few days in Singapore on the return journey, and then sail back from Singapore to the U.K. I agreed therefore with Mr. Coates that we should not say anything to Singapore about this visit until we can give the Governor rather more definite information. I trust this will be agreeable to Mr. Bourdillon, who will no doubt wish to see.
